Harbor Bay CDD supervisors have three major matters they must oversee. The current Board is failing on all three. I intend to implement all three.

1) The CDD has the ability to tax its constituents. Taxing constituents needs to be accomplished in a fiscally sound way. The current Board has raised non-debt service rates over the last three years from $3,619,782 to $4,762,434 when you take into account the reserve fund shortfall and the cut down medjool trees not being replaced. This shows a huge waste of taxpayer money. The Board approved a high-water mark for the fiscal 2025 budget in May. This is required by Florida statutes. The Board chose not to discuss the proposed increase in May, June or July. Why did they waste three months of possible discussion time to work toward decreasing the increase? In August, by state law, they HAD to finalize the budget. The discussion was anemic. If you click on this website’s "Fraud, Waste & Abuse" tab, you will see my concerns over wasteful spending because this Board refuses to hold vendors accountable to what their contracts require.

2) The second area is to make sure that Mirabay remains a premier waterfront community. To do this, you must maintain existing fixed assets. The CDD hired a professional to create a reserve study plan to maintain the roads, roofs, pools, clubhouses, playgrounds etc. This professional determines the useful life for different assets and also a plan for when items need to be replaced. Yet this Board refuses to follow the recommended plan. Our entrance retention ponds are a disaster. Road paving has yet to begin. What is this Board waiting for? And now, Tim is spending reserve fund money on maintenance of conveyed parcels from Park Square.

3) Finally, the Board must plan for future capital projects. As times change, so do preferences. Pickleball is a big issue right now. The Board did not budget for the new courts. How will the amenities service the increased number of residents who are moving into the Cyrene at Mirabay townhomes behind Winn Dixie? How will we handle the additional residents when the Compass Point area becomes built out? No studies have been done. No plans have been discussed.
